What steps will reproduce the problem?

1. run -Xmx8g -Xms4g -Djosm.home=/home/username/.username -jar ~/.josm/josm-latest.jar

What is the expected result?

JOSM opens to news

What happens instead?

Get warning of possible proxy error

Error indicates that file ​https://raw.githubusercontent.com/osmlab/name-suggestion-index/master/dist/name-suggestions.presets.xml is missing. My browser returns a 404 for the file
