Serbian language is not working

Description
Even there is an option to select Serbian (Latin), it is not working for JOSM interfaces. Whole interface is in English.
Both stable and latest jars are affected.

Somehow the last I18n update r17426 from Simon was incomplete. sr-latin.lang was not updated and thus is now invalid and ignored.
@simon04: PLease check the reason. Maybe you have a local conflict preventing checkin of that file?

The computer I've been running the i18n update on (my only machine with all the relevant Perl packages installed) has been rebooted due to a power outage and now awaits a LUKS passphrase to be entered. Since it's at a different location and it's lockdown, I haven't been able to enter the passphrase. The clarification has to wait.

I have multiple different pass phrases for boot, main and home. In such a case I can give away the one for booting to somebody onplace and then manually mount the home partition remote ;-)
