What is the expected result?
No new shortcut at every launch

That's intended.

If the desktop shortcut does not exist JNLP asks if it shall be created. Even after manually deleting it JNLP asks again. Problem is cluttering of the desktop.
Modifying the JNLP content by deleting <shortcut>...</shortcut> section does not help surprisingly.
Working solution: Open "OpenWebStart Settings" -> Desktop Integration -> Options for Shortcut -> Set to "Never create"

What's the problem? I use JNLP as well, once you start one single shortcut created in the start menu. Drag & drop anywhere you like, it will always launch the version you selected (with updates).
