File dialogs restricted to ~/Downloads

What steps will reproduce the problem? ¶
- Try to open or save a file
What is the expected result? ¶
I should see all files and directories in my home directory. I should be able to navigate to any subdirectory in my home directory or any other directory that I have permissions to.
It should list all files that match the current file type filter.
What happens instead? ¶
In my home directory I only see the "Downloads" directory. I can't see any other directory. I also see no *.osm or any other matching file in my home directory even if such files exist.
When I change to the Downloads directory, I can see matching files and also can change to subdirectories.
I can select some other system directories like /tmp but again *.osm files are not listed.
Please provide any additional information below. Attach a screenshot if possible. ¶

The problem was caused by the flatpak version of the JOSM package. Like other flatpak packages it seems to have restrictions regarding the directories it's allowed to access.
I've now instead installed the debian packages from the JOSM repo as described here: https://josm.openstreetmap.de/wiki/Download
Now I can open any directory so the issue is fixed.
