This Imagery-Integration Test
org.openstreetmap.josm.gui.preferences.imagery.ImageryPreferenceTestIT.CH-Lausanne-2012
is failing with 404.
http://osmdata.asitvd.ch/ has a list of data sources licenced for OSM. All 6 entries exists in https://josm.openstreetmap.de/wiki/Maps/Switzerland (including "Orthophoto Lausanne 2016"), but "Lausanne 2012" is no longer in the list.
I'm not sure, but it looks like we could remove "Lausanne 2012".

How can I check min and max zoom? Actually "Lausanne 2016" is defined in JOSM with
<min-zoom>12</min-zoom> <max-zoom>20</max-zoom>
but http://osmdata.asitvd.ch/ says 10-20

Add a user-defined imagery without bounds in imagery preferences and try. In your case simply try the proposed entries on the page.

I disabled the 2012 source. The min zoom I got is 12 and not 10 for 2016.

You can simply try to display tiles at zoom 10 in JOSM by defining a new entry manually.
According to ImageryCompare it is also not in ELI.
