Road on a bridge tagged with "layer = 1" is rendered as if it were running under the crossing road while it should be on top

What steps will reproduce the problem?

1. Go to Lat 51.1302764, Long 4.9379229, zoom to approx 20 meters

2. View the map in JOSM and in your browser (using Leaflet)

What is the expected result?

Highway N19 is on a bridge over highway E313

What happens instead?

Highway E313 is rendered ON TOP of highway N19

Please provide any additional information below. Attach a screenshot if possible.

This defect is visible in JOSM, but not in Leaflet.
It is also visible in Garmin BaseCamp when using OSM mpas converted to Garmin map format.

I believe that there was a ticket for the same bug a few years ago, but I couldn't find the ticket.

For simple cases like the example, it should be enough to have all bridge below and all tunnel above the general lines in the internal mappaint style. For complex situations this needs to be fixed in mapcss.
