Create new validator for aeroway=runway

I would like to propose a new check that checks for aeroway=runway which are mapped as areas (closed ways) instead of "regular ways".

I am referencing to the OSM wiki ​https://wiki.openstreetmap.org/wiki/Tag:aeroway%3Drunway for the correct mapping which states that runways should not be mapped as areas but as ways instead.

Maybe, it is time to support area:highway and area:aeroway.

Yes, I implemented the change for those ways to be area:aeroway instead of "simple" aeroway in that rule. Also it does much more than that.

I'll think about moving the support to core, but in this case it's going to be a simple warning for closed ways, not a tag replacement what the linked rules does.
