Warn about building with name but missing primary tag.

Description
As name=* together with building=* is rendered by OSM-Carto, people often forget to add a primary tag, like amenity, craft, industrial, man_made, office and leisure.
If the building has a name the proper key is addr:housename.
I like to have a warning about "Building with name=* but without primary tag"

I would use addr:housename only if it belongs to the address (in germany usually not the case.) If a building simply has a name I would use name=*.
Well, that is how the wiki page describes it. It does not have to be associated with the address. See also the old proposal and a little newer one. Otherwise I will need to add quite some MPs to the downtown of the city I live in. And changing makes even less sense as the names used to be the address before the "street+number system" was introduced.



I agree a forgotten primary tag is a common tagging error. However I don't agree with:
