note and fixme annotations can clutter the view. Especially note is sometimes used on lots of objects or on every object of an import. Also often the value of note has not much value.
note and fixme on ways and areas are not displayed by the default style so it is a bit inconsistent anyway. For note and fixme we also have 3 different external mappaint styles.
- note should be hidden by default (enableable via mappaint setting)
- note (if enabled) and fixme should appear also on z17, not z16.
