I did not use JOSM a few years and today I was not able to use it because Oracle killed Java WebStart.

JOSM is still an Java 8 application, so there is no reason to change our docs.
Anyway even for Java 11 or higher there are alternatives for Webstart. Search for AdoptOpenJDK and Icedtea-web.
Situation is not perfect, but seems to improve every month.
I wouldn't recommend using Oracle Java. Use OpenJDK. Using Linux myself Oracle java wasn't useful for a long time now :-)
