OSM to SVG for a virtual world

Hello,
I am working on the creation of a virtual area for traffic simulation.
First export Maps of cities from Openstreet map.
Second, Change Transport Networks and Locations of Settlement structure in the cities, (even Location of a City)
The area was edited locally, not uploading to the Server.
I tried to convert osm to svg with osmarender (XML starlet window Version). For non-downloaded area (the parts of cities moved to a new Location), it didn't work. I means that only the downloaded area was converted to svg.
I wonder if it is possible to convert the whole osm to svg.
It is the first time to develop a virtual area in this way.. I have no idea About the process.

If you want to use JOSM for rendering, see
$ josm render --help
