When this option is enabled (draw.segment.direction true) at least one arrow is drawn for each way. Ticket #12926 is only about selected objects, but the changes in r12185 effect all ways when the preference is on.

Patch avoids to draw any arrow when way is not selected and smaller than arrows themselves. Probably is a bit faster as well when rendering area with lots of buildings.
