Patch avoids to draw any arrow when way is not selected and smaller than arrows themselves. Probably is a bit faster as well when rendering area with lots of buildings.

    2 When this option is enabled (`draw.segment.direction` true) at least one arrow is drawn for each way. Ticket 12926 is only about selected objects, but the changes in r12185 effect all ways when the preference is on.
