parking=layby is rejected by Validator

1. set tag parking=layby on node or way
2. upload

Validator objects.

Also parking=layby is not in the presets.
Rest_areas are different, although in the past I have added a subtag
rest_area=layby in desperation.

Laybys are far more common than rest areas in the UK.

Pity I typed "Parkig" instead of Parking in th title :-(

There is not a single mention of parking=layby in the osm wiki, and the JOSM warning is only at info level and that this tag is not in the preset, which in the end is correct.
