Unable to join areas and ways when some nodes are outside downloaded area

What steps will reproduce the problem?

1. Tried to join to adjacent areas with Shift + J.

What is the expected result?

See above.

What happens instead?

Since the last update form 2019-12-31 this doesn't work anymore: it splits the area into unclosed and empty ways. Besides, combining ways with J also doesn't work anymore.

Please provide any additional information below. Attach a screenshot if possible.

PS: It seems that this problem only occurs if nodes of the ways or areas to join are outside the downloaded area. After downloading the area encompassing the ways or areas, "Join Overlapping Areas" (Shift + J) and "Combine Way" (C) both work.
