JOSM validator reports <unusual Unicode character> with azerbaijani character 'LATIN SMALL LETTER SCHWA' (U+0259)

Unicode is so strange sometimes. I's indeed a huge problem in Azerbaidjan as ​Azerbaijani_alphabet uses the ​schwa character ə. Yet this character is defined in ​IPA_Extensions block, even if used as a standard character in at least one language.

fix #18449 - exclude lowercase schwa character (ə) from "unusual unicode character" check, as it is used in azerbaidjani alphabet
