Propose to the user to disable all filters when loading >1000 elements

When loading >1000 elements and filter is enabled JOSM become sluggish.

I suggest we during the loading/rendering give the user a dialog:
More than x elements to render. We recommend turning of filters.
Would you like to turn of all filters now?

I think this strongly depends on the filter. I don't see problems with a file containing a mid size city (~110.000 nodes) using a simple filter like highway=*

I don't understand the whole idea. For me JOSM is easier to use with lots of data and filters enabled. Otherwise drawing takes too long.

I agree filters are essential when drawing, then I guess we can close this. I tested a bit more and found the background layers to cause even more lag.
