Seems r15438 uncovered a bug in josm. The lasso mode does not have a toolbar name. I had a short look, but didn't find the reason (i.e. difference to other mapmodes).

Also why is LassoMode not in the mapmode subdirectory of JOSM actions?

fix #18210 - fix mode menu (add items properly to display shortcuts) and fix definition of lasso mode to consider it a traditional mapmode
