warn about highways wrongly connected to "crossing but not connected" highways (tunnels, bridges)

1. load the attached file ConnectedToTunnel.osm
2. validate
3. no warning about the motorway connected to the secondary tunnel

Similar to #9304.

Not sure why this wasn't closed. I see no problem in the attached data. Is it about node 297042366? That is just close to the tunnel only connected to the motorway.
If the node would be connected to the tunnel it would be similar to #9304 and I agree that this (modified) case should probably produce a warning.
