Description
Using the Align nodes in circle tool, the result on the map is an oval in the (edit)map ...
I seached the tickets and found this :
http://josm.eigenheimstrasse.de/ticket/120
I've checked the projection method and it is not mercator but well EPSG:4326.
(If I reload the data in JOSM, it is well a perfect circle ...
The fault might be in the rendering in the (edit)map ...)

The only plugin active is the wmsplugin...
After a discussion on OSM-Talk-fr , it seems I must use the mercator projection...
I switched to mercator and downloaded the area data and it displayed as an oval in JOSM,(the rest of the points are ok) I re-aligned the oval to a circle , uploaded the changes, re-runned tilesgen on the set(2091,1376) and uploaded the resulting tiles ...
And the circle (a roundabout) is now round ...
So on my part, it seems solved ...

works for me. Perfect circle, regardless of 50° north or 0°. (in EPSG:4326 projection, that is).
Do you use any plugins that alter the display, e.g. mappaint? If so, can you try deactivating the plugin and look again?
If not, please give an example dataset.
