Telecom service device preset

Dear maintainers,

It's been a year the telecom local loop proposal has been reviewed on wiki.
It's now time to propose to add presets to JOSM regarding the new keys, especially for telecom=service_device.
A new category may be required for those items.

Here is the current tagging

telecom=service_device is theoretically intended to map all telecom equipments, but the preset should only regard standalone outdoor devices for now, hosted in street cabinets
It is different (smaller) from outdoor telecom=exchange used in #17689

So the preset may look like
man_made=street_cabinet
street_cabinet=telecom
telecom=service_device
telecom:medium={copper, fibre, coaxial}
operator=*
location=*
ref=*
+ ... all street_cabinet tagging

Validation rules could be added to warn about the use of following related tags (now discouraged) :

• communication=outdoor_dslam (if possible, anykey with outdoor_dslam as value)

#17689 and #17690 also regard telecom presets. Let me know if you have any questions
