<anyfilename>.osm can not opened if "version"= "-1", created from osmosis

Description
try to open Testpreview2.osm. Download : http://img2ms.de/Downloads/JOSM-ERROR.rar. Contains file.osm and screenshot. This file is a filter extract, created using OSMOSIS-pbf Version. And OSMOSIS writes in line 454 : <way id="3237246" version="-1" timestamp="1969-12-31T23:59:59Z">
The tag =version with value = "-1" causes : "can not read file.."
What is the expected result? JOSM should ignor the negative value for tag version.
What happens instead? : file is not readable
Please provide any additional information below. Attach a screenshot if possible.
