Updated JOSM plugin cannot open shapefile

Description

I have updated JOSM plugins for 14760 and I can no longer open shapefile. I receive a "No data found in file" screen.

1 is there sample data for this issue?

2 Was this issue test with code before my patch? A la git bisect?

For this ticket I have no information, but in #13843, ZipReaderTest.testReadZipFiles is failing. We should start by fixing this regression.

I am also having this same problem. I have attached the GIS shape file I am using.

The same file submitted comes from a smaller version pulled from http://www.gis.sc.gov/data.html under Open Street Map created footprints.

@openbrian this is the same problem than the unit test failure I reported earlier: lot of NPE with current released plugin. I have fixed the NPE in SVN head but the resulting data set contains no data.

More information if it helps.
I uninstalled the current version on my win 7 laptop and selected to remove user's setting.
Then downloaded and ran tested 14824 setup for windows.
Installed OpenData plugin and restarted JOSM.

Still got the same error.

testReadZipFiles is fixed, see patch in #13843.
