On a PC with high resolution, fonts are unusably small

Description
When I use JOSM on my new computer with a screen resolution of 3840x2160, JOSM appears with very small fonts. The menu icons are not discernible.
In lists and tree views, text overlaps and cannot be read nor clicked.
Someone wrote to me that this has to do with my using Java 8.
But switching to Java 9 or 11 is a task that I cannot perform myself, nor is it company policy to do so at present.
Surely there must be a way to get JOSM to function under these circumstances?

Replying to gpermant:
switching to Java 9 or 11 is a task that I cannot perform myself, nor is it company policy to do so at present.
Then change the policy, or change company. HIDPI on Java requires Java >= 9. And we won't support Java 8 forever.
