Disable "Download as new layer" button and do not hide it

Description

In #17024 it was decided to hide the "Download as new layer" button if JOSM is empty. So JOSM is going to change the geometric surface of a dialog box based on the data loaded.

Anywhere else JOSM only disables the GUI parts which are currently nonfunctional. JOSMs GUI should stay consistent within itself. Please review the decision and keep this button always visible while disabling it when it is not needed.

Action
