Add 22000 as a valid voltage value

Description
22000 volts is the only voltage of medium-voltage lines in Slovakia and by far the most common in the Czech Republic. However, JOSM's voltage list does not include this value. User needs to fill this value manually and in same cases, using "22000" as a voltage triggers a validator warning (for example, primary/secondary voltage of a transformer). Could you please add it to the list of valid values?

There are a lot of semicolon seperated values used: https://taginfo.openstreetmap.org/keys/voltage#values
The wiki says it's allowed for substations, https://wiki.openstreetmap.org/wiki/Key:voltage, https://wiki.openstreetmap.org/wiki/Tag:power=substation
Regarding our preset:
voltage=110000;20000
is used quite a lot and maybe makes sense for power lines too, as these values are very typical for power lines and I could imagine a line with different circuits for 20 and 110 kV.
voltage=15000;200000
however is not used at all in the osm database. We should remove this example from the preset.
