allow amenity=taxi to be connected to a highway=service

What steps will reproduce the problem?

0. encounter taxi area with its own service road
1. create line, and tag it highway=service
2. create on way node with amenity=taxi

What is the expected result?

Run validator

What happens instead?

"amenity node connected to a highway (1)" complaint
