Map is briefly displayed without filters after load_and_zoom

What steps will reproduce the problem?

1. Enable an aggressive filter (hide everything different from power)
2. With remote control enabled clik on ​http://localhost:8111/load_and_zoom?left=2.9964944&bottom=42.893519399999995&right=3.0004943999999996&top=42.8975194&select=

What is the expected result?

New area is downloaded and only power items are displayed

What happens instead?

New area is downloaded, everything is briefly rendered (buildings, highways) then an update is made to render again with filters
