Cannot get 'open file' window that allows access to all files. Old DOS type instead

What steps will reproduce the problem?

1. clicking > File > Open
2. Old DOS style box comes up instead of Win 10 file manager style

What is the expected result?

Would like to have point and click access to my files

What happens instead?

See above, old style DOS window

Please provide any additional information below. Attach a screenshot if possible.

Have re-installed JOSM and JAVA a few times, still, no difference.

Wow. Can you please check what is your configured Look and Feel in Display preferences? It should be something like Windows Native.
