Plugin update mechanism offers javadoc and source for installation

Description (last modified by )
When I open the plugin tab of the JOSM preferences, JOSM offers me to install the *-javadoc.jar and *-sources.jar files as plugins for seemingly all plugins. Even for plugins like the Mapillary plugin, which are hosted on GitHub without the JavaDoc and sources published next to the actual release.
These *.jar files should be ignored when generating the plugin update site https://josm.openstreetmap.de/pluginicons
