Tags of new changeset forgets additional tags

What steps will reproduce the problem?

1. Load OSC (osm changeset)file into JOSM
2. Upload data - get dialog
3. In 'Tags of new changeset' tab, add new tags e.g. source:revision, attribution. Change created_by to creator of OSC file.
4. Upload new data - get dialog

What is the expected result?

All tags are retained in the dialog

What happens instead?

Only comment, source, are retained. Created_by is reset to JOSM
