Crash after adding 2 stop signs

I know this is a duplicate of https://josm.openstreetmap.de/ticket/15744; please let me know what I need to provide so that the underlying bug can be fixed.

What steps will reproduce the problem?

1. Start JOSM
2. Download a small area
3. Add 2 new points on an existing road
4. Try to mark the points as a stop sign using the Add value? dialog

What is the expected result?

The 2 points are marked as stop signs.

What happens instead?

The JSOM Report a Bug dialog appears

Please provide any additional information below. Attach a screenshot if possible.

Closed as duplicate of #15744.
This is a Java problem. You can probably avoid it by using JOSM jar or Windows installer instead of WebStart. Maybe upgrading to Windows 10 would also resolve the problem.
