Description
The Help Browser can not properly display relevant external pages, see attached screenshot. And the Help Browser reproducibly crashes on some external pages, see #14968 and #15986. The content on external pages is beyond JOSMs control so further crashes are likely.
On the other hand is the Help Browser an independent solution to display the Help System and should be kept.
To avoid these crashes external pages should be opened in the web browser of the operating system.
Additional benefit is the clear border between JOSM help content and other content.

Don't we strip the external link symbol? It should be visible before clicking what a link will do.

Unfortunately the Help Browser currently does not indicate if the link is external.
