Imagery Preferences' "swirling arrows" refresh button.should not be placed on the map

In Imagery Preferences on the right there is a map.

And on that map in the far right hand corner there is a "swirling
arrows" refresh button.

The user thinks: "this swirling arrows refresh button must be for
refreshing the map, else with plenty of room below, they wouldn't have
especially placed it on the map, even far to the right to further
isolate it from the other things on the page."

But...

It turns out it has only maybe 1% to do with the map, and 99% not!

(Anything it has to do with the map is a mere minor side effect of
pressing it.)

The buttons are all on the right side, so this is actually consistent with the buttons down below.

Yes, but it belongs on the same line as the "New Default entries can be added in the Wiki" line.
