Description
When I try http://inspire.cadastre.gouv.fr/scpc/68203.wms? it only works with 1.3.0 version. In the WMS add dialog I can do "http://inspire.cadastre.gouv.fr/scpc/68203.wms?VERSION=1.3.0" and loading layers works, but neither for WMS endpoint nor for the WMS URL creation the version information is taken into account.
Idea: There should be a VERSION field where I can select the WMS version.

I use JOSM a lot for non-OSM purposes, especially in the company :-)

OK so If you're not already aware, you might be interested in https://cadastre.data.gouv.fr/ . It's the official open data website for French cadastral data (lead by Etalab, the team behind data.gouv.fr portal). You will find there vector data (in native edigeo format and in geojson). The new version (january 2018) is coming, with a brand new API, I'm waiting for it. The conversion software is open source too, see https://github.com/etalab/cadastre. Note that I have added Edigeo support to cadastre-fr JOSM plugin as well :)
