[Patch] Display some information when we are not uploading to the standard server

Could JOSM display some highlighted info at the upload screen when we are not using the default API server (https://api.openstreetmap.org/api), please?

This should help to avoid any mistakes when playing with the dev API, for example.

Please display it only when the server is different from the default. I guess 99% of the users never change the server and for those this would be unnecessary information and clutter the upload window. Additional for users who change the server it is more eye catching when the text is sometimes displayed and sometimes not instead of when a tiny character in the URL changes.

I agree with Klumbumbus: do not display anything different when the server is the default and display something emphasized (bold?) when it is different.
