What steps will reproduce the problem?
- I have three monitors
- If I move main window of JOSM to any monitor that is not primary, when it opens any dialog (e.g. Add value?, Change value, etc) it opens to primary monitor. Sometimes you don't know that even is opened to other monitor especialy if you have many apps open and you are waiting for very small dialog like it is Change value.
What is the expected result?
- I expect to get new window/dialog in the center of Java OpenStreetMap Editor main window, not at the other monitor.
What happens instead?
- Any dialog is opened to primary monitor even the main app isn't at that monitor.

Your screen setup looks ok. JOSM remembers the place where dialogs are shown. Does this always happen again even when you move it back to the right screen and finish it there (I'm not sure if a dialog abort also remembers position).
Try removing stored dialog sizes: Search for geometry in expert preferences and delete the entries. They look like org.openstreetmap.josm.gui.dialogs.LatLonDialog.geometry and have values like x=541,y=270,width=831,height=503.
