Description

according to ​http://wiki.openstreetmap.org/index.php/Relation:multipolygon the "inner" members of a multipolygon relation should not be tagged (if they are only a hole within the outer polygon).
the josm validator falsely reports a warning for those untagged ways.

  • no more warnings about untagged inner ways of a multipolygon relation
  • instead a warning should be reported, if the same key/value pairs are used for outer and inner parts of a multipolygon relation.
