multiple uses of string "regional"

Description

The string "regional" is used as a "cuisine" value but also for a route network class.
This string needs to be translated differently in some languages. Please split it into 2 strings with different contexts.

fix #15450 - add network context for network translations to avoid conflict with "regional" used also in cuisine context
