title of the "create relation" window with preset

3. Select the "waterway/Cours d'eau" option ; It's the same with other relations.

Hm, the title is correct as a relation preset requires a selected relation not a way. (see the greyed out "Apply Preset" button in the down left corner of the preset window, which is cut off in your sacreenshot). However relation presets are a bit special as you can create new relations with the selected objects as members ("New Relation" button). So I agree the title can be a bit confusing.

I understand, the confusion comes from the fact that this preset works:
1- to complete the tags of a selected relation (relation previously created)
2- to create a new relation (with selected ways or nodes)

But the window name is only suitable for case 1
