Description

ESRI was added to ELI in ​https://github.com/osmlab/editor-layer-index/pull/358 and I copied it to JOSM in https://josm.openstreetmap.de/wiki/Maps?action=diff&version=471
In ELI it is a default entry. Should it be in JOSM too!?

Decide yourself. You got permissions to do so (was an error that you did not have them already :-)

Are there core changes required? (If I remember correctly there were some core adjustments in the past regarding e.g. map chooser in the slippy map when adjusting default entries)

No core changes required in any way. You mean the JMapViewer cleanup? That was unrelated to default entries - only an way to get stuff in sync again after many years of divergence :-).
