Implement "Open Recent Directory"

User clicks Open Recent and sees

/a/b/c/d/e/f/X.osm
/a/b/c/d/e/f/Y.osm

but he wants to open

/a/b/c/d/e/f/Z.osm

but it is not listed (of course, because he just created it outside of JOSM.)

Ahhh... so close, but alas, he must turn to Open (CTRL+O) and then
slowly construct the whole path. (As e.g., the last path he visited was
/r/s/t/u/v.osm and CTRL+O only remembers one path. (Yes he could also paste
or type the full /a/b/c/d/e/f/Z.osm path into CTRL+O).

So maybe
in addition to

Open
Open Recent

add a

Open Recent Directory

which just starts the Open dialog in a recent directory.
