Copy tags from previous selection (shift+r) now has inconsistent behaviour

Description
In a somewhat recent update (not sure exactly what version) the behaviour of the shift+r functionality in utilsplugin2 changed and the new behaviour is very inconsistent. In the current version if you create an object and add tags to it, or modify the tags of an existing object, this is not "counted" as selecting an object to select tags into its tag buffer.
So if you create an object, a tennis court for example, and then add the tags to it, then create another tennis court and use shift+r, you don't get the tennis court tags as you would expect, but rather you get the tags from the object you had selected before the tennis court. As a workaround you have to unselect the court, then select it again, then select the new court to apply tags to.
