option to keep all relations by default when merging overlapping polygons

Description
This would save a lot of time when correcting/importing Canvec data. This is an issue we currently have and wish to correct(https://lists.openstreetmap.org/pipermail/talk-ca/2017-June/007888.html).
Canvec data will have overlapping polygons, because 1 polygon will be the inner polygon for a forest multipolygon, but the one under it will be the same shape, but for a lake. There are a lot of lakes in Canada, actually more than the rest of the world....
At the current state of workflow, an NTS grid tile part can take upwards of 2-3hours to correct as we need to go through 800+ objects to say "keep all relations" when merging overlapping polygons, this is very painful and mind numbing work
With having an option to keep by default, instead of remove it would bring down this task to about 10-15 minutes.
This would be extreamly helpful for correcting/cleaning multipolygons(see talk-ca link)
