Add "operator" text box for post_box and telephone amenity dialogs

Description

I suggest to add an operator=* text box for amenity=post_box and amenity=telephone dialogs.

This would encourage people to record these pieces of information in the same go.

Action
as closed The owner will remain ce.
as The resolution will be set.
The resolution will be deleted. Next status will be 'reopened'.

Add Comment
E-mail address and name can be saved in the Preferences .
