turnlanes doesn't show road if lanes=backwards

Description

What steps will reproduce the problem?

  1. Click on 2nd junction of normal road with dual carriageway
  2. Note that Turn Lanes window only shows one road where two should be
  3. Middle-click on junction to show attributes, reveals missing road has "turn:lanes:backward=left;through|right|right"

What is the expected result?

Expected to see both roads at junction

What happens instead?

Can only see lanes of road with attributes "lanes=2"
