Description

There is only an [X] to close it. No Maximize button.
The user might want to read help pages in a larger window.

In 12004/josm:

fix #14696 - make help browser a JFrame rather than a JDialog so it has standard controls such as minimize/maximize buttons

The resolution will be deleted. Next status will be 'reopened'.
