What steps will reproduce the problem?

1. Start JOSM
2. Use menu "File / New Level"
3. or try to download an area or to open a file

What is the expected result?

An empty level is open.

What happens instead?

An exception happens and the level is not created.

Please provide any additional information below. Attach a screenshot if possible.
