Validator shows this warning for ​relation/4815706

"missing tag - water without natural=water"

natural=bare_rock
type=multipolygon
water=tidal

I almost didn't see that it already has tag "natural"

Either there shouldn't me a "fix" for it, or validator should handle this

And found another similar case right away, so they are not uncommon -- ​relation/4074558:

natural=strait
type=multipolygon
water=creek

water=tidal and water=creek are not documented on OSM wiki. water=tidal should probably be replaced by tidal=yes.

However natural=strait and natural=bay are documented as valid areas of water: OK to exclude these tags.

In 11687/josm:

fix #14468 - don't raise warning "water without natural=water" for natural=strait and natural=bay, remove autofix
