Double finger tap without click causes map to zoom in or out one zoom level

What steps will reproduce the problem?

1. open JOSM
2. download data from OSM
3. zoom in or out
4. tap trackpad with two fingers without clicking.

What is the expected result?

nothing should happen the map should not change

What happens instead?

the map zooms in or out one zoom level

Please provide any additional information below. Attach a screenshot if possible.

I am on a mac book pro running MAC OS Sierra 10.12.3

The problem also happens when using two finger click to slew the map causing the map to zoom in or out mid slew.
